Marijuana seeds commerce is completely legal, also because per se the seeds do not contain a large amount of THC, the substance that, for its psychotropic effects, is considered illegal at certain levels of concentrations in marijuana.
Cultivation is different story. According to the Regulations 2013/1307/EU and 2014/639/EU, marijuana cultivation for industrial purposes is legal if the THC concentration level of the plants stands below 0,2%; also, the utilized specie must be listed in the EU regulations provided catalogue. Nothing is indicated by the EU, with regards about domestic cultivation; therefore, this matter depends from each country’s internal legislation or jurisprudence.
